Ley de Portabilidad Financiera ya es una realidad: ahorrará tiempo y burocracia a clientes bancarios

La tarde de este miércoles 3 de junio el Presidente Sebastián Piñera promulgó la nueva Ley de Portabilidad Financiera, que permite a las personas y a micro, pequeñas y medianas empresas trasladar productos entre bancos, como cuentas corrientes, tarjetas de crédito, créditos hipotecarios, de consumo o automotrices, entre otros.
No obstante, la ley no puede empezar a aplicarse todavía, ya que los ministerios de Hacienda y Economía tienen 45 días para dictar el reglamento (cómo se va a poner en práctica la iniciativa), y a 90 días de publicarse la ley en el Diario Oficial, los clientes podrán optar por este proceso.
De esta forma, se busca reducir incluso a la mitad los plazos actuales, disminuyendo la cantidad de trámites y costos asociados e introduciendo una mayor competencia al mercado, logrando que cambiarse de banco sea casi tan sencillo como buscar un mejor plan de compañía móvil.
En el Palacio de La Moneda, el Presidente Piñera destacó que «usted va a poder cambiarse de banco o de institución financiera de forma tal que usted siempre va a poder elegir la mejor oferta, porque hasta ahora cambiarse entre estas organizaciones es muy difícil. Hoy refinanciar un crédito hipotecario de 1.000 UF implica un costo aproximado de $700.000. La portabilidad bajará el costo en un 60%, a $280.000 aproximadamente”.
En la práctica, esta ley crea un formato estándar que les va a permitir a las personas comparar la totalidad de los costos, intereses y comisiones que le cobran por todos sus productos, facilitando la comparación entre distintas alternativas.
En tanto, el ministro de Hacienda, Ignacio Briones, destacó que este estatuto potenciará la competencia entre las instituciones financieras, “alentándolas a ofrecer mejores condiciones a sus clientes para retenerlos, lo que posibilitará menores costos de refinanciamiento y menores tasas”.
Cómo funciona
La portabilidad financiera contempla que la persona que quiera cambiarse de entidad o refinanciar un crédito, deberá solicitar online un certificado de liquidación con la individualización y el detalle de todos sus productos. Con ese documento podrá cotizar préstamos y productos en otras entidades crediticias.
Una vez elegida la nueva institución bancaria o financiera, el cliente deja firmada una solicitud de portabilidad financiera, con lo que comenzará de manera automática el proceso de cierre de los productos financieros y la apertura de los nuevos en la entidad a la cual ingresa.
