Presentan más de 150 alternativas para avanzar hacia la seguridad hídrica en las cuencas de Maule y Maipo
El “Segundo Taller Transición Hídrica”, organizado por Escenarios Hídricos 2030, forma parte de un proceso de construcción colectiva para diseñar hojas de ruta para esas cuencas hidrográficas.
La actividad, realizada en formato online debido a las medidas de prevención por la crisis sanitaria, reunió casi a 60 personas en Maule y más de 70 en Maipo.
En el contexto de escasez hídrica y sequía que vive Chile, se ha evidenciado la urgencia de adoptar medidas para lograr la seguridad hídrica, es decir, para garantizar la disponibilidad de agua que se requiere para el bienestar humano, el desarrollo socioeconómico y asegurar los ecosistemas hídricos. Así lo ha entendido la iniciativa Escenarios Hídricos 2030 (EH2030), que desde 2016 está trabajando para avanzar en esa dirección y actualmente se encuentra en un proceso de construcción colectiva de hojas de ruta para dos cuencas piloto:
Maule y Maipo, donde se está desarrollando una metodología que podrá ser replicada en el resto del país.
En esa línea, EH2030 organizó una serie de talleres para trabajar con los actores locales de esos territorios en una estrategia de Transición Hídrica.
El segundo encuentro, denominado “Soluciones hídricas aplicables en el territorio”, se realizó esta semana – el martes 26 en Maule y el jueves 28 en Maipo- con la participación total de más de 120 representantes de la comunidad local (APRs, juntas de vigilancia, cooperativas), municipios, ONGs, instituciones del Estado, así como de los sectores privado y académico.
En esta oportunidad, el equipo técnico de EH2030 expuso y explicó una serie de opciones para abordar la brecha y riesgo hídrico en esas cuencas hidrográficas. En el primer taller, realizado a fines de marzo en Maule y principios de abril en Maipo, se presentó y discutió la línea base con los problemas hídricos y causas asociadas identificados en ambas zonas.
El tercer taller se realizará en ambas cuencas a fines de julio para seleccionar -de entre las alternativas presentadas esta semana-, una combinación óptima de medidas, acciones y soluciones que se puedan aplicar a corto, mediano y largo plazo, para asegurar la disponibilidad de agua en las zonas de los ríos Maule y Maipo.
“Estamos dando a conocer un amplio espectro de alternativas para avanzar hacia la seguridad hídrica, explicando en qué consisten y abordando sus aspectos positivos y no tan positivos. Además, estamos recogiendo la visión y las experiencias de los participantes en relación a esas opciones, para determinar qué oportunidades conllevan para el territorio”, explicó Paola Matus, jefa del proyecto EH2030.
Ricardo Romo, secretario ejecutivo de planificación integrada ministerial del Ministerio de Obras Públicas, participó en el taller de Maule y valoró la preparación y sistematización de las soluciones hídricas presentadas, aunque consideró que se trató de mucha información, difícil de procesar en una jornada. “El trabajo fue muy acucioso y creo que todos quienes estuvimos interactuando pudimos visualizar un escenario bastante amplio y detallado para los tres ejes que se revisaron”.
EJES ESTRATÉGICOS
Las alternativas presentadas son el resultado del trabajo realizado por EH2030 entre 2016 y 2019, y que está recogido en tres publicaciones: “Radiografía del Agua: Brecha y Riesgo Hídrico en Chile”; “Transición Hídrica: El Futuro del Agua en Chile”; y “MAS Seguridad hídrica: Medidas, Acciones y Soluciones”. Este último es un portafolio con 212 opciones (MAS), divididas en cuatro ejes estratégicos definidos para avanzar hacia la Transición Hídrica: Eje 1, gestión e institucionalidad del agua; eje 2, conservación y protección de nuestros ecosistemas hídricos; eje 3, eficiencia y uso estratégico del recurso hídrico; y eje 4, migración e incorporación de nuevas fuentes de agua.
Para efectos de este seminario se expusieron 162 medidas, acciones y soluciones (MAS), que corresponden a los ejes 2,3 y 4.
En el caso de las alternativas para la “Conservación y protección de ecosistemas hídricos”, fueron expuestas por Manuel Contreras, director ejecutivo del Centro de Ecología Aplicada (CEA), quien explicó que se trata de opciones que responden al concepto de “soluciones basadas en la naturaleza” y que, para efectos del taller, guardan relación con la gestión del recurso hídrico.
En la exposición, esas MAS fueron agrupadas en cuatro categorías: conservación-restauración de humedales; restauración de ecosistemas terrestres; recarga de acuíferos verde (por ejemplo, reconexión de llanuras de inundación, glaciares, zanjas y campos de infiltración, Cochas, Amunas, Jollas); y recarga de acuíferos gris (pavimentos permeables, plazas de agua, jardines de lluvia, por mencionar algunas).
“El objetivo mayor que se persigue con las soluciones basadas en la naturaleza es mantener el ciclo del agua. Algo que podría parecer obvio y extremadamente básico, pero que hoy día está siendo interrumpido por todos los cambios del subsuelo, por las distintas actividades que están ocurriendo en los territorios”.
Marcello Basani, especialista en agua y saneamiento del Banco Interamericano de Desarrollo (BID), que participó en los talleres de ambas cuencas, valoró el hecho de que el trabajo de EH2030 entregue la posibilidad de pensar más allá de la forma convencional. “Esta plataforma permite presentar soluciones out of the box, en particular las soluciones basadas en la naturaleza. Este es el gran valor agregado”, comentó.
Desde San Antonio, el encargado de Desarrollo Rural de la municipalidad, Rodrigo González, elogió el enfoque de EH2030, “mostrando iniciativas novedosas para nuestro país. Por ejemplo, las acciones para optimizar, resguardar y proteger los recursos hídricos, son cosas que no tenemos muy presentes y cuyo enfoque más ambiental es muy potente y necesario en esta coyuntura del cambio climático”.
Asimismo, González indicó que “para nosotros, como provincia de San Antonio, es muy importante que nos hayan incluido, porque nos visibiliza más allá de ser balneario, permite vernos con nuestro componente productivo y también como desembocadura de una cuenca tan importante a nivel nacional como es Maipo”.
MÚLTIPLES ALTERNATIVAS
En el eje “Eficiencia y uso estratégico del recurso hídrico”, las opciones fueron reunidas en cinco grupos: optimización de la conducción, almacenamiento y distribución; optimización del uso de agua; optimización en la gestión del agua; reducción de demanda; y cambio de proceso. Todas estas MAS buscan aprovechar de manera eficiente el uso del recurso hídrico mediante técnicas de reducción en su consumo, disminución de pérdidas y eficiencia en el gasto, por medio de la optimización de la gestión, uso y distribución.
Y en cuando al eje “Migración e incorporación de nuevas fuentes de agua”, las MAS fueron expuestas en siete subdivisiones: captación y cosecha atmosférica; optimización de almacenamiento; recarga artificial de acuíferos; tratamiento y uso (operaciones y/o sistemas que permiten aumentar la disponibilidad y mejorar la calidad de agua para diferentes usos); trasvase, es decir, transferencia de agua desde territorios que presentan disponibilidad de agua a territorios que presentan escasez, mediante infraestructura hidráulica; desalación; y siembra de nubes, cuyo uso potencial está pensado para situaciones extremas.
Cecilia Román, gerente de la cooperativa de agua potable y alcantarillado Cumpeo Ltda., de la comuna de Río Claro (Maule), encontró muy interesante una de las soluciones presentadas en el cuarto eje: reúso de aguas residuales tratadas. “En nuestra APR tenemos una planta de tratamiento y esa agua se vierte en un estero que va hacia el río Maule.
Es una gran cantidad de agua que se está perdiendo y creemos que podría ser reutilizada para fines de riego, pero requerimos de apoyo técnico para poder hacerlo de la mejor forma”.
EH2030 es una iniciativa coordinada por Fundación Chile, Fundación Futuro Latinoamericano y Fundación Avina, y cuenta con el financiamiento de ZomaLab, Corfo y el BID.
