Posible segundo retiro del 10% de las AFP dejaría a 4 millones de afiliados sin saldo

Ante la aprobación en la comisión de Constitución de la idea de legislar el proyecto de un segundo retiro del 10% de los fondos previsionales de las AFP, la consultora Ciedess advirtió que 4 millones de afiliados podrían quedar sin saldo en sus cuentas (35% del total de los afiliados).
El estudio se realizó en base a una muestra representativa de los afiliados al sistema de pensiones al año 2016 (versión más reciente de la Encuesta de Protección Social con Historia Previsional Administrativa), muestra además que las mujeres serían el grupo más afectado.
De los 4 millones de afiliados que quedarían sin ahorros en sus cuentas, el 57,7% corresponde a mujeres, lo que equivale a 2,3 millones de personas. Además, el análisis indicó que lo más complejo sería que de los cuatro millones de afiliados que quedarían sin saldo en sus cuentas individuales, un millón no podría tener acceso al Pilar Solidario una vez que se jubile.
Según la caracterización socioeconómica de estos últimos afiliados, cerca de un millón pertenece a los 4 deciles de mayores ingresos (26,5% de los afiliados que se quedarían sin saldo) y casi 3 millones pertenecen a los 6 deciles de menores ingresos (73,5% de los afiliados que quedarían sin saldo).
De esta forma, se advierte que el primer grupo (en caso de no continuar cotizando) no tendrían pensiones en el futuro; y el segundo grupo implicaría una mayor carga fiscal para el Estado.
